Minister Jean Oghassabian hands over the training certificates of the Oracle programs and systems.
The Minister Jean Oghassabian handed over training certificates for 86 technicians from public administrations that has been trained on the Oracle programs and systems in the framework of carrying out the agreement signed with Oracle and as a result to the training project regarding these programs and systems that were launched on June 4th 2007.
Minister Oghassabian confirmed: ”This is not the first meeting where we present the training certificates to the employees of the public administrations since the training has become one of our priorities at the Office of the Minister of State for Administrative Reform as we are executing a global training master plan and we firmly believe that the training sessions are extremely necessary regarding the fast development that results due to the on-going revolution of the Information and Communication Technology that is reaching all aspects of administrative science”.
Minister Oghassabian also pinpointed the added value of the last training session for which they are today presenting the certificates for the 86 technicians trained to manage the database rules of Oracle and to develop programs and systems that relies on Oracle techniques. He continued saying that training is an essential element to promote our path towards e-government which constitutes the main basis for the reform process of the administration, its development and its modernization. It is acquired that the concept of e-government is based on several activities of which the supply of modern ICT programs according to unified and standard measures as well as activities for the development of human capacities in the public administration through the technical and specialized training to turn the major weakness in capabilities in the ICT system management and to develop more highly efficient modern and global programs. The minister also confirmed that this project meets that objective through the training of several technicians in public administrations to promote their capacities to support its programs of modern information systems. Also, this project contributes mainly to the respect of the intellectual property.
Furthermore, through the agreement with Oracle and the similar agreement with Microsoft, the government with the Office of the Minister of State for Administrative Reform has been able to limit almost entirely the pirating of the ICT systems by applying the protection of Intellectual Property Rights. Minister Oghassabian also confirmed that they are seeking the generalization of the new administrative culture adopted by the advanced countries which does not erase the illiteracy in the ICT systems but relies on the development of the information units in the public administrations to its maximum so they can be ready to support the e-government plan. Additionally, if some believed that the political stagnation dominant in the country would be considered as a fall back or status quo on all Lebanese levels than this project as well as other training and productive projects are the practical response to confirm that this belief is not but a deformation of the truth. We are pursuing our efforts against all doubts and stagnancies in realizing the goals of our government that aims to modernize the public administration and to achieve a higher level for these administrations as well as developing the competencies of its employees because the administrations both public and private are the main element that guarantees the endurance of Lebanon and its resistance to the trials coming from every possible direction.
Minister Oghassabian concluded by asserting the fact that building nations doesn’t need labels and slogans nor seasonal work of certain personal insignificant interests but needs on top of everything commitment as well as daily, methodical and constant work.
Following this, the Vice President of Oracle Mr. Gabriel Bekhazi gave a concised speech confirming the persistence of the work team to pursue the implementation of the projects despite all the bad conditions that Lebanon is facing. Vice President Bekhazi also gave his thanks to the Lebanese government represented by the Office of the Minister of State for Administrative Reform that aims through this project the protection of the intellectual property, a matter to be accredited to the government. He also confirmed that Oracle is available and ready to give all the necessary help and support.
Finally, after the technical presentation of the objectives of Oracle agreement by Mr. Amer Syagha the ICT project manager at the Office of the Minister of State for Administrative Reform, Minister Oghassabian handed over the certificates to the trainees.
Project details:
The project includes: licenses of Oracle programs and systems, their modernization and to provide the technical support for 3 consecutive years for more than 2400 users of Oracle systems in the public sectors as well as 34 licenses for programming tools for Oracle systems with a 50% reduction on the main cost of these systems. In addition to the licenses and programs, the project provides the maintenance, support and the training to 86 technicians to manage the database rules of Oracle and the development of programs and systems that relies on Oracle techniques. The implementation of the project has proceeded and extends till November 2009.
